Energy Poverty Intelligence Unit (EPIU) to support the population with tailor-made solutions in Getafe

The Energy Poverty Intelligence Unit Getafe (EPIU Getafe) was selected as an Urban Innovative Action (UIA) project in 2019. Its mission is to identify and mitigate energy poverty—both visible and hidden—using a cutting-edge approach that integrates data analysis, machine learning, and the creation of a multidisciplinary public service. This initiative delivers tailored solutions at multiple levels, targeting individuals, households, buildings, and neighbourhoods.

THE CHALLENGE

Hidden energy poverty is a pressing issue in Getafe, with an estimated 30% of the population potentially affected. Despite the scale of the problem, only a fraction of those in need seek municipal assistance, making detection and intervention highly challenging. To address this, the EPIU Getafe project was co-designed and submitted to the UIA Urban Poverty call for co-financing, to identify, address, and ultimately combat hidden energy poverty.

THE SOLUTION

In partnership with the Getafe City Council, a comprehensive strategy was developed to address the issue from multiple angles. This included the conceptualization, execution, and monitoring of the EPIU Getafe project. Key achievements include:

• New Transversal Assistance Service: Designed and implemented by Khora, this service integrates all municipal departments to ensure efficient management, control, and monitoring of tailored energy solutions.
• Data-Driven Approach: Leverage advanced analytics and machine learning to detect hidden energy poverty more effectively.
• Impact Evaluation: Conduct a thorough assessment of the pilot project’s outcomes and efficiency to refine and scale the approach.

The EPIU Getafe project stands as a pioneering model in the fight against energy poverty, blending innovation, data science, and public service reform to create lasting solutions.
