Preparation of a Digitalization Plan for the City of Lucena

Lucena’s Integrated Sustainable Urban Development Strategy (EDUSI), framed in the ERDF 2014-2020, is designed to transform the city and generate a significant impact on the population; however, it requires a digitalization plan to bridge the gap between strategy and action.

THE CHALLENGE

Lucena faces the need to modernize its digital services, including citizen support and other municipal functions. Although the EDUSI identifies urban challenges, there is no clear focus on how technology can tackle these challenges, particularly in areas like sustainability, leisure, employment and e-government.

THE SOLUTION

At Khora, we analysed Lucena’s urban challenges and collaborated with the City Council’s and political managers to identify key objectives of digitalization and e-government across various areas. Based on this diagnosis, we developed an Action Plan featuring 24 digitalization measures and technological solutions to be implemented between 2019 and 2023, aiming to address the identified challenges and transform the way certain services are provided.
