In 2024, Khora collaborated with Puertollano’s City Council to develop its 2030 Urban Agenda, updating its long-term strategic planning and facilitating access to future funding opportunities. Additionally, Khora carried out dissemination work through a communication plan encompassing a web strategy and positioning in offline and online media, an advertising spot and posters for the participation activities to disseminate the Urban Agenda. Our work included conducting a diagnosis, facilitating citizen participation and identifying tractor projects to drive sustainable urban development in Puertollano.
THE CHALLENGE
Puertollano faces numerous challenges, identified through a diagnosis, derived from its social and economic context, such as unemployment, limited opportunities for youth, population decline, the need to revitalize local industry, weakening local commerce, insufficient universal accessibility, lack of urban cohesion, and the necessity to adapt its built environment to climate change. The City Council required a clear vision for the future to steer the municipality toward a more inclusive, sustainable and modern development model aligned with the objectives of the Spanish Urban Agenda and the principles of the European Urban Agenda.
THE SOLUTION
Khora developed the Puertollano Urban Agenda following the methodology proposed by the Government of Spain, grounded on global strategic frameworks, such as the Sustainable Development Goals and the New Urban Agenda. Initially, Khora conducted a detailed diagnosis of the municipality’s current situation, aiming to transform Puertollano into a reference for industrial and technological innovation. Leveraging its mining heritage and natural environment, Puertollano aims to position itself as a leader in clean technologies with an efficient and sustainable mobility model that fosters employment and economic development. Revitalizing its neighbourhoods and urban city centre is essential, enhancing connectivity and creating an inclusive, compact and green city that appeals to new generations while fostering a strong sense of belonging.
