Strategic design and integral development of the new urban centre of Lugones (Siero)

Through the Integrated Sustainable Urban Development Strategy (EDUSI) El Centro de Asturias, we aimed to organize and guide the development of Lugones, the most populated nucleus of the Council of Siero, creating a new centre to enhance its economic, social and territorial growth.

THE CHALLENGE

Siero’s Council, particularly its Lugones population centre, is in the geographical centre of the Principality of Asturias and traversed by some of the most significant land communication networks in northern Spain, experiencing severe environmental consequences including air, noise and landscape pollution. This vulnerability is also associated with socio-economic vulnerability, a consequence of the relocation of industry in recent decades. The growth of Lugones has occurred in a haphazardly along the two main roads that cross the municipality and lacks an urban centre around which its urban dynamics are organized. The challenge is to organize and structure its urban environment and promote local urban life.

THE SOLUTION

We collaborated with the Siero City Council in the design of the EDUSI, which identifies Lugones as a priority area of action. The strategy focuses on creating a new urban centre that organizes the economic, social and territorial development of the area, while promoting a common urban identity. At Khora, we supported the planning, citizen participation, strategic design and drafting of the report, which was presented and selected in 2017 to the third call for ERDF funds of the Ministry of Finance.
