Mogán Urban Agenda 2030: implementing a sustainable and innovative tourism model

In 2023, in collaboration with the Mogán City Council to prepare its 2030 Urban Agenda, as an update document for the municipality’s strategic planning. To this end, we prepared an Action Plan for the implementation of the Spanish Urban Agenda, following the methodology proposed by the Ministry in its desire to promote local strategic planning and the execution of integrated projects, thus improving its capacity to access financing aimed at sustainable urban development.

THE CHALLENGE

Mogán requires a long-term vision to address the urban challenges of social integration, unemployment, urban mobility, sustainable tourism, territorial development, basic infrastructures and inclusive economic development. The government team’s vision was agreed upon by all relevant city stakeholders: including opposition parties, the economic and business sectors, community associations, and the various groups in a situation of vulnerability. Achieving this vision requires revisiting ongoing actions and proposing new initiatives aligned with the specific objectives of the Spanish Urban Agenda and the fundamental principles of the European Urban Agenda. Mogán’s main challenges include adapting its built and rural environments to climate change, mitigating its impacts of climate change, designing and launching a new tourism sector with high-value and fostering a cohesion between native and foreign population.

THE SOLUTION

We prepared the Urban Agenda following the methodology proposed by the Government of Spain, aligned with the global strategic frameworks. First, existing analysis are updated, and new insights are gathered on Mogán situation across various urban dimensions outlined in the Urban Agenda. For the elaboration of the document, all ongoing planned projects are compiled and additionally classified by strategic objectives, along with the organization and facilitation of participatory events. In these meetings, key stakeholders present their vision of the city for 2030 to become a modern municipality with a digitalized administration, fostering high-value economic activities rooted in its natural and cultural heritage, respectful of the environment and adapted to the impacts of climate change. Mogán aspires to be home to a cohesive population, where diverse cultures coexist and are integrated under the principles of respect and equitable access to services and basic needs, including housing.
