As part of its ongoing commitment to urban sustainability, the Fuenlabrada City Council aimed to align with the Covenant of Mayors by designing an Action Plan to guide and coordinate municipal activities focused on climate change mitigation and adaptation. The entire process of designing and drafting the SECAP (Sustainable Energy and Climate Action Plan) was carried out by Khora, in partnership with Eptisa Ingeniería.
THE CHALLENGE
Despite decades of work on municipal sustainability, by 2020, an Action Plan had not been developed to structure, align and define the interventions necessary to meet the objectives of the Covenant of Mayors and the European Green Deal. These include reducing emissions by 55%, improving energy efficiency by 32.5% and promoting renewable energy by 32% by 2030, as well as achieving climate neutrality by 2050.
THE SOLUTION
The Sustainable Energy and Climate Action Plan was drafted for the municipality by Khora Urban Thinkers in partnership with Eptisa Ingeniería. A comprehensive initial diagnosis was conducted, which enabled the definition of the Reference Emissions Inventory (IER) and the Risk and Vulnerability Assessment (ERVCC). The IER quantified greenhouse gas emissions for the base year (2014) across municipal, residential, transportation, and waste sectors. The ERVCC analyzed key climate variables and local vulnerabilities. High-quality, regularly updated data sources were prioritized to ensure effective monitoring and evaluation.
In the second phase, the drafting of the Action Plan focused on designing and defining the measures required to achieve objectives related to mitigation, adaptation, and energy vulnerability. Estimated costs for each measure were calculated, potential funding sources were identified, and a governance model was co-developed with the City Council to support biannual monitoring of the PACES. This process equipped the municipality with a clear roadmap to meet its sustainability goals and address climate challenges systematically.
