Redondela 2030 Urban Agenda: an Action Plan to leverage industrial legacy and build a sustainable and inclusive future

In 2023, we collaborated with the Council of Redondela to prepare its 2030 Urban Agenda, as the first strategic planning exercise of the municipality. To this end, we have prepared its Action Plan, following the methodology proposed by the ministry for the implementation of the Spanish Urban Agenda, in its desire to promote local strategic planning and the execution of integrated projects, based on financing aimed at sustainable urban development.

THE CHALLENGE

Redondela needed to develop a medium-long-term vision for the city, agreed upon by all relevant stakeholders in the city: from the government team and the opposition, through the economic and business fabric, the associative fabric and the different groups in situations of vulnerability that exist. To achieve this vision, the City Council aimed to identify actions that contribute to its fulfilment, aligned with the strategic objectives of the Spanish and European Urban Agenda.

THE SOLUTION

We developed the Urban Agenda following the methodology proposed by the Spanish Government, ensuring its alignment with the global strategic frameworks. For the document elaboration, Khora prepared a multidimensional urban diagnosis, compiled projects underway and planned for the city classified by strategic objective and carried out different participatory events. In these meetings, the key actors presented their vision of the city.

Now Redondela has a roadmap to 2030 to become an attractive municipality for residents and visitors, provide quality job opportunities related to its industrial and fishing past, develop a renaturalized coastline resilient to climate change and offer high-quality cultural and leisure activities tailored to pilgrimage tourists. Redondela will be able to maintain the traditional neighbourly relations between rural and urban populations and public administration, foster a strong sense of belonging among the local population, address key challenges such as updating the built environment for climate change adaptation, revitalize the existing economic fabric and create new industries linked to its industrial heritage; and foster a strong sense of belonging of its inhabitants.
