Siero Urban Agenda 2030: strengthening Siero as an economic centre hub of the region

In 2024, we collaborated with the Siero City Council to prepare its 2030 Urban Agenda, as an updated document for the municipality’s strategic planning. To this end, we drafted an Action Plan for the implementation of the Spanish Urban Agenda, following the methodology proposed by the ministry in its desire to promote local strategic planning and the execution of integrated projects.

THE CHALLENGE

Siero faced the need to update its vision of the municipality in the medium to long term, an agreed vision upon by all the relevant stakeholders in the city: from the government team and the opposition, through the economic and business fabric, the associative fabric and the existing vulnerable groups. To achieve this vision, Khora supported the municipality in identifying actions aligned with the strategic objectives of the Spanish Urban Agenda.

THE SOLUTION

We developed the Urban Agenda following the methodology proposed by the Government of Spain, ensuring alignment with the global strategic frameworks. For the elaboration of the document, Khora conducted a diagnosis of Siero territory, compiled all the projects underway and planned for the city classified by strategic objective and organized different participatory events. In these meetings, the key actors present their vision of the city.

Siero’s roadmap focuses on integrated and sustainable development by concentrating actions around the Nora River, the primary environmental corridor, combining sustainable economic and residential activities, promoting biodiversity and encouraging active non-motorized mobility. Simultaneously, Siero aims to enhance social cohesion and foster diversity within its population, reinforcing a sense of belonging and encouraging active participation among residents. Siero aspires to become the main logistics hub in the Principality of Asturias and a key centre in the northern Iberian Peninsula.
