In 2024, Khora collaborated with the Villanueva de la Serena City Council la Serena to develop its 2030 Urban Agenda, a key document for the municipality’s long-term strategic planning. The action plan aligns with the Spanish Urban Agenda guidelines, analysing existing projects and proposes innovative initiatives to support Villanueva in achieving its goals. Khora conducted a detailed study, incorporating stakeholder participation and identifying key projects from relevant entities to map Villanueva de la Serena’s path toward a more sustainable future.
THE CHALLENGE
Villanueva de la Serena faces challenges adapting its built and rural environments, enhancing the added value of its economic activities, promoting commercial and residential uses in underutilized urban areas, and developing affordable housing on municipally owned land. A 2030 vision for Villanueva must consider input from all relevant stakeholders in the city.
THE SOLUTION
Khora developed the Villanueva de la Serena 2030 Urban Agenda, aligning it with national and international strategic frameworks. Khora conducted a detailed diagnosis to identify the municipality’s key challenges and assets. Besides, Khora supports the City Council in drafting the 2030 vision, an aspirational but realistic horizon.
Villanueva aims to position itself as a leader in the digitalization and modernization of its economic sectors, leveraging technological solutions to optimize natural resource use and enhance public administration efficiency. The city aims to transform its built environment by promoting mixed-used development, increasing urban complexity, and making its streets more accessible, liveable, and resilient to climate change. High-quality public spaces will be developed to support local commerce and revitalize underutilized areas. The development of affordable housing on municipally-owned land will address the population’s housing needs.
